I have always had some bad feelings about letting too many options be
controlled by the configuration file. I fear that it in some cases can make
it problematic to install your database/product on servers with FireBird
installs controlled by a third-party, where you don't have direct control
over the configuration file. You risk that your product run fine in one
installation and maybe not at all in another just because of global
configuration settings.
