perfectly happy to leave the precise semantics of a collation to it's
author who undoubtably know much more about it than I do. Whether that
author has greater or lessor insight than the Unicode Association is not
a debate in which I care to participate. I am happy if we can give the
Vogons the tools they need to implement Vogon to utf-8 and utf-8 to
Vogon character set conversions and to implement whatever collating
sequences they think they need. If the Vogons and the Unicode
Association want to agree on what collations are wholesome, that's
between the the Vogons and the Unicode guys, and I wouldn't dream of
getting in between.

In other words, I'm agnostic. You will find that this is a rarity, but
I don't have and don't want to have an opinion on the subject.
