AFAIK, in Czech, Serbian, Croatian and other Slavic languages that use
latin letters, most of diacritics are used for letters (voices) that
were missing (ex. from English). For example Š, Đ, Č, Ć and Ž in
Serbian are not accents of S, D, C or Z, they are completely different
letters. Š is like sh in English word "ship", Č is like ch in English
word "cheap", Đ and Ć don't even exist in English, etc.
