I have downloaded PE Explorer but it tells me nothing about the only export of
fbintl.dll: LD_lookup.

Is it a procedure or a function? And eventually what are its parameters and
types and the result type if it is a function?

After I have built the stub dll I may eventually post it somewhere if it could
be of interest for anyone.
