It looks like they know it's confusing. The UseCases page contains examples of what they do and
don't mean to restrict, but they're clearly unsure how to word it: they have four proposed license
terms still under discussion, mostly involving variations on the LGPL.
Work in this industry? Heck, what about living in one's own country? I would wish that legislators
were required to be programmers, but given the quality of some programmers, and the quality of
licenses written by even good programmers, ...
