Oh yes! Collation rules are just a bunch of exceptions.
Putting them all in the wastebasket would certainly not help.

Why a large group of languages have equal sorting in this example,
another eually large group begs to differ.
An that comparisons doesn't even cover all the possibilities
for differences (digraph sorting and accent sorting order).
